A scraplang is any constructed language snippet that, once begun, is set aside and receives no further development. It could be a mere idea, a jotted note, or anything of that sort. Conlangers that habitually start and then never continue with their projects are called 'scrappers'. The term is current on the CBB conlanging forum.
