Put <includeonly>{{Template:Templatehelpnote}}</includeonly> at the top of help pages describing template usage. (See Template:Templatehelp for the how and why and e.g. Help:Template:Voweltable and Template:Voweltable — The second includes the first — for an example of actual use!)
